Following the guidelines of a religion is a matter of personal choice. In Buddhism there are no "rules" a person is free to pick up or put down whatever they choose. However, choosing to follow the precepts of the Eightfold Path does help to overcome a lot of the desire and subsequent pain and suffering in person's life. Most people enjoy a relief from pain and suffering and so follow suggestions that lead to that end.
All Buddhists follow the Four Noble truths. If you are looking for more specific rules, look at the Eightfold Path.

they are linked because they have to deal with rules and to obey the rules
Unlike the Abrahamic faiths with their ten commandments and endless dietary, dress, and behavioral requirements, Buddhists have no "must obey" rules. Buddhism relies on self awareness and understanding (becoming enlightened) at a personal level to improve a person's lives. As a result there are suggestions (but no rules) contained in the Eighfold Path which show a route to becoming more skillful in behaviour and human interactions.
