Alleluia means praise to God, sung with great joy. Lent is a time for penance and a reminder of our sinfulness and the hope of everlasting life. So we do not say alleluia, but we do sing praise to God. Then on Easter, a time of great joy, we sing alleluia again ( in fact, twice at the closing of Mass)

Because it is a time of penance and reflection; we still give praise and glory to God, but at Easter we sing Gloria and Alleluia which still gives praise and glory to God, but with great joy, as Jesus is risen.

During Lent we don't sing or say the Alleluia because Lent is a penitential time, and the joyfulness of the Alleluia doesn't fit in

with the penitential season of Lent. During Lent we are waiting for the kingdom to come, not the kingdom having come. That is reserved for the Easter Vigil. "Alleluia" actually means "Praise Yahweh [God]". Since we are in a penitential form of mind for five weeks, we sing a more moderate version, usually "Praise to you, Lord Jesus Christ, King of endless glory". Don't worry though, the Alleluia makes a triumphant return at the Easter Vigil, and it's better than ever!

Neither. During Lent the Alleluia is omitted from the Mass and replaced with a verse from a psalm. A common one used is "Glory and praise to You, Lord Jesus Christ." I am adding a link explaining why we don't use the Alleluia during Lent.
