You asked why did animal shelters start?
Maybe because there were dogs and cats etc in need that people cared about and dhat needed home and support because noone wants children and little kids and sometimes adults getting bit.

∙ 10y agoHenry Burgh founded the Humane Society in 1866 and focused on the mistreatment of horses. The Humane Society later became The American Society for the Prevention of Cruelty of Animals (ASPCA). Shelters that focused on providing publc safety and protection of property rights slowly began opening. The first shelter that focused on humane treatment of shelter animals was opened by the Women's Branch of the Pennsylvania ASPCA in Philedelphia in 1874.
