Normally, fish may lay it in a hole, or a plant, or just anywhere they remember or where the school may mate. Most domesticated/bought fish will lay them anywhere around the tank or on fake plants.

If baby guppies are lying at the bottom of the tank they are dead. They tend to stay as hidden as possible in plants as the adults will eat them.
Until you remove it...it's most likely dead.
