I have the make and model and this happened to me a bout a year ago, I noticed some broken pieces of plastic on the floor. The brake lights would stay on and run out the battery. What it was? A little plastic like peg that buffers the button underneath the brake. It cost $1 from the Toyota dealer and just pops back in place. Under the thin metal part the brake is actually attached to, there is a button. The thin metal part pushes this button when your foot is NOT on the brake so if the little plastic piece is broke, there is a space between the metal and the button does not get pressed all the way. I'm trying to explain it the best I can, being a layman and not a mechanic. All I know, a lot of place will take your whole system apart and not catch it and you could be out a whole lot of money for nothing. Go to Toyota with this description and I'm sure they let you know what it is. You should pay more than $1 unless it went up but I doubt that it's pass $10. Hope this helps someone.

A malfunctioning brake light relay switch will cause your 1993 Toyota Corolla brake lights to stay on all the time. The brake light relay switch is located beneath the drivers side dashboard.
Check the brake light switch located under the 1989 Toyota Corolla. If the switch is stuck the parking light will continue to stay on.
The brake switch on a 1999 Corolla should be on the top of the brake pedal arm. If the switch goes bad, then the brake lights might stay on, or not come on at all.
Because there is a problem with the Anti-Lock Brake System. Not a DIY repair. Take it to a professional.

Brake lights could stay on in a 1999 Dodge Stratus because of a short in the wiring. If the headlamps are off and the brake lights are still on, check the wiring for the brake lights that is inside the trunk. Sometimes cargo in the trunk can interfere with the lights.
If the brake lights stay on that probably means the switch on the brake pedal that activates them is defective.
