It is because it is only around a group that they have the guts to be that way, they are cowards in private and can only act in front of an approving group of like minded individuals. their weak psyche needs the constant boost from the groups approval.
Usually bullies bully in groups to show they are powerful. You should avoid them or show that you have friends as well. NEVER START THE FIGHT! Just wait till they hit first, if you start the fight you will get in more trouble than you would have if you would have hit back. The better thing to do is avoid them-and ignore.
