The answer to that is one of the great mysteries of life. People know elements of it, but not the whole story. The person who is able to finally put it all together will be a very famous person, possibly quite wealthy too.
Truth be told, no one really knows the whole story. No one can know the whole story, because there is no such thing as standardized people. What that means is that every bully will have his own reasons for being a bully.

Bullies are often people who push others around, both verbally and physically. They make people fear them, or hurt hem badly if they don't, which would eventually lead to fear. Bullies are often slobs, or in the case of children bullies, they often come from homes that have a lot of abuse taking place in them, or are poor. Their dress (for the poor kids) would often be secondhand clothes or clothes that are very old and worn. But for those high-up bullies, bullies would be the people who are the best dressed (because they think they're the "king") but have the worst attitude towards everyone in the room.

Bullies bully people so they can mainly feel better about themselves, maybe thinking they are tougher or better than you. Many people bully others and not notice it, taking it as a laugh when others are hurt by the bully's actions. If you think you hurt someone but did not intend it, you should confess and try to make it up to those you hurt. If bullying happens at school or work you should talk to the schools guidance teachers or heads or your boss. If it is happening outside of school, it is best to consult police / parents. In short, bullies get a cheap sense of power from bullying.
