Because it was the law when cars first came out.
Historically, when cars started appearing, the roads were dominated by horses and horse-drawn carriages. Horse-related transport had the right of way on the road. The law stated that if you were coming around a blind corner or large bend, you had to honk the horn so the driver/rider of the horse knew a car was around the corner.
That is why cars have horns in the first place.
When horses were phased out of the transport system and cars became the everyday norm, there, at first, wasn't any real reason to keep the horns, so there was a discussion to have them removed from future cars. However, we decided to keep the horns rather than getting rid of them, because they can be useful in modern society too.

And that's about it. The purpose of the horn in modern society is to alert people for safety reasons. Using the horn for other reasons (ie, to annoy on purpose or in a road rage) is actually a criminal offence in most countries (because you're not concentrating).

Automobiles horns serve as a waring device. A driver blows his horn to alert another driver and get his attention. This is why they are legally required for cars to have. They are also useful when you want to pick someone up at his house.
The horns themselves failed a lot in these cars. The horn is behind the right front headlight. You can get to the horn by pulling the headlamp lens out. Then check for power and ground there, and push the horn and listen for the relay to click also. But the horns themselves went bad a lot on these cars.

Generally there are TWO horns and they are behind the grille near the headlights. Many cars are different, though.
