The converter is clogged, or there is unburnt fuel entering the converter due to an engine malfunction.
Converters get hot when they operate and this is normal. However a partially clogged converter will get excessively hot and my even turn red. This will cause a loss of power, stalling, and surging.

The converter meltdown would result in blocked exhaust flow resulting in power loss. At this point the converters are junk. Do not just replace the converters without correcting the cause.
