Cats and dogs (as well as all mammals except primates) do see in color, however they are red-green colorblind as they only have cones for yellow and blue light. Primates have cones for red, green, and blue light.

For what it is worth insects, reptiles, and birds have cones for red, green, blue, and ultraviolet light.

Scientists have performed colour vision tests on dogs. Jay Neitz, for example, tested the color vision of dogs. Dogs were shown three light panels in a row: Two of the panels were the same color, while the third was different. The dogs' task was to find the one that was different and to press that panel.

Other research has found that dogs colour-sensitive cones in their eyes, but not as many as a human's. Studies have shown that dogs could not differentiate between green, yellow, orange or red. However, dogs are able to differentiate between various shades of blue and violet.

Having just seen other answers to similar questions, it appears dogs can see colours.

However, as a general prinicple, animals' sight has developed to suit the specific creature in the wild. If an animal does not need to identify colours it would not have the appropriate retinal cells and processing power in the brain. In some species at least, it is a trade-off to gain better night-vision.

Our own vison loses colour detection in very dim light; though we also lose acuity generally - but we did not evolve to be nocturnal predators.
