If you pull it too hard, yes as it can cause injury to the cat. If you are simply playing with kitty and don't get too rough, then it shouldn't be too much of an issue as long as the cat doesn't retaliate. If kitty does retaliate, it will be bad for you, not necessarily kitty.

It hurts them because their tail has very fragile, & small amount of bone structure, so it will cause pain if yanked or pulled
