This has to do with their electronic configuration. There are some elements like the noble gases which are inert and stable because they have electron shells that are fully filled with electrons. So they have no tendency to form bonds. On the other hand, other elements that have excess electrons or need to gain electrons will form ionic or covalent compounds.
