It's mainly diesel that is affected. "Summer" diesel can contain a wax-like substance that will remain dissolved during some temperatures, but will turn into flakes and clouds at colder temperatures. Those flakes and clouds can then clog the fuel system. So, if you want a diesel that'll work in the cold, you'll have to remove those waxes, which makes that fuel a bit more expensive to produce.

For gasoline, it's not that critical. But gasoline today is a true cocktail of chemicals, a blend that's the cheapest that the engines are expected to run smoothly on. Now, if it's real hot, some of the real volatile chemicals will quickly evaporate, which will change the ignition/combustion characteristics of the fuel. So you have to use a fuel that doesn't have those volatile components if it's real hot.
