A dog should only lactate (produce milk from her mammary glands) if she is about to have puppies or is actively nursing puppies. However, a non-pregnant dog may lactate due to a pseudo-pregnancy; when the reproductive organs reset to "not pregnant", the lactation will cease as well. There is a slight risk that the lactation could be due to a medical issue such as a tumor or infection, so it may be helpful to have your dog seen by a veterinarian.

dogs have nipples because sometimes when they get bored they might want to flick them or play about with them and stuff.. but also they have milk in their nipples as a bonus like if they get a bit thirsty a suck on the nipple wil help.

the main reason is cos if they have children and as women breast feed their child its exactly the same except they breast feed their puppies :)

Yes she can. I have a Pure bread Pit bull, and sadly shes 8 and never had puppy's She starts producing milk when around pregnant dogs, around puppy's, and around kittens even. Anything that makes her mother instincts increase might make her produce milk. Its normal for dogs to do that, it just means her body really wants puppy's.
