There are many reasons for puppies not surviving birth. Mother's don't "let" the puppies die, there isn't anything the mother dog can do about it. Some pups are born with internal problems that aren't apparent. Healthy pups should survive, unhealthy pups shouldn't.

If you hand-feed them, they have a better chance of surviving and likely will. Or, you can watch the pups nurse and give each pup a good supply of food.
