Dogs do not intentionally steal their owners underwear. If you are talking about pups, then they are just playing. But, if your dog is an adult, it may mean that he is insecure and feels that he must hide his favourite possetions in order that they don't get stolen. But, another reason can be that the odour on the underwear attracts them.
