There are a number of moderates who do run for Congress and do win. They are not usually famous because they do not say outrageous statements or take outrageous positions on issues. The news stations focus on the legislators who say stupid and ridiculous things because that's what the viewership wants.
Opinion: The intensity of the current political polarization prevents moderates from accomplishing anything. Moderates may be giving up.

As each house seat represents a different state, slightly different election laws apply. However, there are general criterion for House seat members, the constitution is always a good read: The constitution states: "No person shall be a Representative who shall not have attained to the age of twenty five years, and been seven years a citizen of the United States, and who shall not, when elected, be an inhabitant of that state in which he shall be chosen." As for any other specifics about a person's own state, contacting the local legislators or election officials to find out is my best advice : )!
