it could be ich, or fin rot, or too much ammonia in your aquarium water. Over feeding, poor filtration, not frequent enough water changes can lead to too much ammonia causing ammonia poisoning. there are several good sites to Google that will tell you how much of a water change to do, filtration, and fish disease. Bettas need to be in at least a 5 gallon tank, not one of those little bowls of plastic tanks that have no filtering. It would be like living in your toilet bowl and it never being flushed or cleaned.
