There is more oxygen near the floor than there is higher up. If you are ever caught in a house that is on fire, you need to do the same thing when trying to get to an exit, such as a door or window.

a fire needs 3 things - heat, fuel and air. The air gets dragged in across the floor - a couple of inches above it max. In a smoke filled room with a fire you could get out by keeping your nose right to the floor and using the very air the fire also needs to keep going.
