With a balloon of sufficient mass, the balloon can carry the burner, a basket, people and ballast (sandbags). By allowing the air to escape from the top of the balloon, the balloon can gradually descend. If the descent is too rapid for the burner to compensate, ballast can be ejected to slow the descent more rapidly.

It is because helium is 6x lighter then air, therefore helium filled balloons float. Hot air balloons float because hot air rises. (because it's lighter than normal/cold air)

Hot air balloons are filled with hot air (that's pretty obvious) and are surrounded by cooler air. Cooler air is more dense than hot air so the balloon weighs less than the air it displaces. This gives it a buoyant upward force. This is the same as holding a pop bottle filled with air under water. Let it go and it rises up. As you go higher into the air the air becomes less dense. The balloon will rise until the cool air around it is the same density as the air in the balloon.

Because the gas inside them is less dense than the air around them. When an object is less dense than a fluid (such as air or water) the object will float on the fluid because the buoyant force exerted on the object by the fluid is greater than the force of gravity on the object.
