The passenger seat has a weight sensor which automatically turns the airbag 'on' at a certain weight. If there isn't enough weight in the seat, the system determines that there is no passenger in the seat and leaves the airbag OFF. The weight sensor can also cause the passenger airbag to deploy with less force if it determines the passenger is small and might be injured by a full-force deployment.
There is no certain age. You have to reach a certain height and weight so if you are under height and weight then you are more likely to have severe injuries from an airbag. Usually the weight is around 100 lbs and the height is around 5 feet.

Someone heavy enough has to sit in the seat. The seat cushion has something called an occupant clssification sensor built in. The has to be occupied by a passenger, who is heavy enough before the air bag will activate. I believe the weight threshold is 60 lbs, but I am not 100% sure about the weight. The reason is that, Ford does not want a child to get killed or seriously hurt by the airbag. If the airbag deploys, a child would be at the right height to get their neck broken. The secondary reason, is reduced insurance repair cost. If there is nobody in the seat, why blow off a $500.00 airbag? So, with the key on, put an adult in the seat and wait a couple of seconds. If the airbag still does not activate, then there is a problem.
You can not change your height as per your weight. You have to change your weight as per your height.
This means that the minimum weight has been met on the passenger seat for the airbag to be turned on.
