Why do larger complex communities have complex government?
and the answer to that is corruption that generally manifests its self through the use of monetarists economic policies.
These policies create a consumer based economy where all products and services have built in obsolescence. This creates great levels of inequality and division among the people as well as serious economic instability (boom and bust). This in turn creates social instability requiring more and more complex solutions to control the population which in turn requires more complex government.
