You are right about people afraid of losing money. People are trying to have and at the same time save money but it all ends up on the same matter which is pollution. We try to save money but we misuse it.
Could it have to do with... - transport -money/affordability -time - trying to spare time for being social
because usually people make money out of entertainment and activity, and that money goes to the tourist industries so the tourist industries can use that money to make the industry better.

I suppose you mean, of reducing electricity consumption. That would have both personal (economical) and global (ecological) benefits. On the personal level, you spend less money. On the global level, it will save the planet's resources, and reduce pollution. In part, this pollution is believed to cause global warming.

The IR is a reason for the pollution problems facing Eastern Europe, but not the distinguishing factor between East and West. The reason Eastern Europe faces pollution issues to a greater extent is due to it's communistic history. The government controlled the industries that were attributing to the pollution so there was a conflict of interest in dealing with the pollution caused and nothing to keep it in check.
