Most have not studied Civics or what politics is. They do not realize the important role Government plays in their lives and that politics is the profession of government. Examples of Government: Roads, traffic laws, safety rules for products, drugs and food. National defense, Social Security, health care for 60% of us, including government employees, retirees and Military members. Medicare for people over 65, medical care for poor (working, unemployed or disabled).
The Government enforces Civil Rights and anti-discrimination laws and the right to vote to have a voice in determining what our government does and how it is accomplished.
The Government is responsible for building schools and hiring teachers and setting education policy. Do we teach according to a particular religion or do we teach to enable students to think and analyze problems and be aware of history and learn from it? That is government!
There are many reasons why people do not like to participate in politics. One reason may be that they and their family are under close scrutiny by the media and the public. This means there is little, if no, privacy.
Possibly because they don't feel that their vote will make any difference which is totally a false assumption. If all the non-voters actually voted, they could make a huge difference in the election outcomes. Every vote does count as there are procedures in every state and county to make certain that this happenes.
they don't have papers

For me, it's far more important how each of us treats the other for all occasions. Sports is a teamwork activity and politics is a compromise activity and you can participate in or enjoy either and still believe in the Golden Rule.
There are many free competitions that people can participate in. Many people hold 5k road races where one can choose to donate, but can still compete in the competition for free.
