It was first the capital of the ancient Aztec Empire, and after the colonization of Mexico by the Spaniards they made it capital of the new territory. They encouraged Immigration heavily and most Spanish settlers stayed in the city while others moved around.
This happened continuously for over 300 years, and naturally by the time Spanish immigration stopped the place was fully-grown. In modern times, its status as capital of Mexico and considerable wealth makes it a very attractive city.

This practice is a result of housing shortages and economic challenges facing many residents.
