Not all do. It depends on the unit commander. The reasons for having an I.D. tag in the boot varies also. Some units wear them in the left boot, others wear them in both and some just around the neck. A combat unit might wear one laced in the left boot in case his head gets taken off along with the I.D. tags around his neck. If a soldier is in an explosion, usually the boots remain intact making it easier to identify a casualty.
