If there is a war going on the president has the duty to do all that he can do to bring it to the most successful conclusion possible.
If you are asking why so many presidents served in the military before they were president, it is because a good service record is a plus when it comes to winning elections. A war hero had a leg up when it came to starting a political career, particularly after WW 2 ended. In that war , the US was severely threatened with a war on two fronts. There was no honorable way for a younger man to avoid military service and the returning servicemen were all treated as heroes. Since then, wars have become police actions and the selective service and all volunteer army have made a service record less important to a political career.
