Well, some lakes and rivers do dry up. For example, much of the deep bore water in Australia last fell as rain thousands or millions of years ago.

The Great Artesian Basin underlies about one fourth of Australia, and is being mined faster than it is being replaced! Up to 2 million years old!

At Birdsville, the water temp is over 90oC, and is used as a source of geothermal energy.

The Caspian Sea has dried significantly, due to extraction of water for irrigation. A major ecological catastrophe.

If you don't think lakes flow, you've clearly never seen Lake Taneycomo in the summer.

Most lakes don't appear to flow because they either have no outlet and thus nowhere to flow to, or the outlet is small enough compared to the size of the lake that the flow is unnoticeable. In the case of Lake Taneycomo, it lies between Table Rock dam and Powersite dam, and follows the original course of the White River. The flow through Table Rock and Powersite dams is coordinated so that the level of Taneycomo never drops or rises much, but if a lot of power is being generated at the dams, then the flow is quite obvious, and if you didn't know about the dams you could easily mistake it for a river.
