France was an extremely active colonial power during the centuries prior to the 20th--and maintained hold on many of those colonies it had gotten a hold of well into the 20th century. So excluding the other European countries that speak French--that's just because you can't keep a language neatly inside the borders of one country, particularly when those borders have been fluid for thousands of years--it's because France forced its language on the inhabitants of its colonies.
