Some people are Sadists, meaning they get pleasure out of making/seeing other people suffer. Or they see someone weaker than them and know they can exploit thoe weaknesses to become more popular or make themselves feel better.
However, I think it's usually down to domestic reasons. Say if their mother or father are abusive, and the bully will then take it out on other people because either they think it's ok to do it or they think because it's happening to them, they should do it to other people to balance it out.
