Erasing factual answers should only be done if they are wrong or incomplete. Erasing answers to replace with your own is considered rude. However, anyone may change an answer to correct or improve it. (There is a tab on the answer pages to report abuses.)

If you see a useless answer, remove it or flag it so that other users can see that the answer needs to be improved.

Yes, people change answers on WikiAnswers all of the time. It is to better the quality of the answer. So, yes, it is completely true.
There are many good answers -- sometimes it depends on the question. Kids who are cutting-and-pasting questions from their assignments are not going to get good answers because they're cheating. People with good questions -- like this one -- get someone who thinks about their answer and tries to give you a good one. WikiAnswers tries hard to erase "troll" answers, which are nonsense answers written by people just trying to be annoying. Sometimes it takes time to find and erase all of them, so if you get a stupid answer, just erase it yourself and toss your question back out there. You can also contact a supervisor and ask for specific help with a question!
