When you are tickled by someone else, the sensation causes a form of anxiety or panic, as does not knowing where you will be touched or tickled next. Laughter is normally an involuntary, non-aggressive response in a situation where the individual doing the tickling is someone you are socially or intimately comfortable with, which is why you don't tend to laugh when tickled by someone you are not comfortable with.
This is also the reason why you cannot tickle yourself to involuntary laughter- there is no element of surprise or anticipation, as you are fully aware of your own intent.
