Floods and volcanic eruptions can create fertile soil, and some volcanic eruptions create new land. Fires clear out old, dead vegetation and make way for new growth.
one of the basic responsibilties of government is the protection of it's people from natural or man made disasters. The government would mobilize any resources that it has in order to feed, shelter and care for those affected. The role has expanded now though to include rebuilding.
