For the same reason that people live close to volcanoes, in tornado paths, in hurricane regions, in low-lying areas prone to flooding, and so forth. Natural disasters of different sorts occur just about everywhere and at unpredictable moments. If we all flocked to "safe" zones we would face massive overpopulation and cause our own demise. Also, people tend to live in the same areas their families have lived, often rooting back to ancestral grounds.

∙ 13y agoPeople live near plate boundaries due to the volcanic ash brought up by volcanoes, which has high nutritional values for crops. It also might be due to ignorance. By this i mean when the set up the settlement they might not off known. It might be that your get lots of tourists there e.g. Hawaii. Another reason is the sight might be religious.

∙ 14y agoMany plate boundaries result in volcanic activity. After years of a volcanic eruption, the area becomes lush and fertile soil from the ash in a volcano. People live here, in spite of the dangerous effects, because they can grow crops and food.
