It depends entirely on what is meant by "making fun" of Islam.

1) Legitimate Criticism: There are many people who are critical of Islam, Muhammad's teachings, or Qur'anic material and approach these criticisms in a very serious manner. The reasons for these criticisms are varied; some make them aspiring to greater human rights and equality in Muslim-majority areas, some make them trying to convert Muslims out of Islam (and possibly into a different religion), some make them in the hope of promoting more liberal strains of Islam. However, many Muslims are personally offended by the criticisms of their beliefs and ideals and consider it to be a personal attack. One particularly sensitive issue is the drawing or depiction of Muhammad, which Non-Muslims see as something to which people should be permitted on account of free speech and which Sunni Muslims argue is a form of blasphemy.

2) Badgering or Bullying: There are also those who have active malice towards Islam or Muslims and use anti-Islamic language with the intent of hurting the believer's feelings. It could be motivated by political issues (usually Immigration, economics, or accusations of terrorism) or because Muslims profess a distinct religion. People are often quick to hate that which they do not understand or want to understand. Muslims are no less guilty of this than any other group and have members in their ranks who hold immense hatred of Israelis, sexual minorities, and polytheists.
