Other people's consciences might tell them the law is "right," and they want to do what is right. Others might obey the law because they think that it will benefit society, or protect them from harm. Others might obey because it benefits them in some way. Some people might obey the law as long as it seems ethically correct to them, and then disobey it when it seems ethically wrong. Some might obey the law in public to impress others or present a good image, and flout it when they feel like they cannot be caught or where they are protected from ruining their image. Some people might be obeying the law not even knowing they are, just because that is the way they have learned to live.

All the people, democratic society, monarchy, ancient people and others, have to obey someone. Have you ever imagined any kind of human society without a ruler, a governor, a dictator, a president. The mankind has always needed a leader whatever the kind of society or government.

People are obliged to obey the law. Governments exert influence through laws. People are not obliged to obey anything other than laws and regulations made under those laws.
