Why do people sometimes think that bullies are tough and confident?

That is just a stereotype. Usually, when there is intimidation or an excessive use of force, it is the person acting out of fear or overcompensation for their insecurities. They often are outwardly tough, but inside, they often feel inadequate. Sometimes they are overweight, and they are teased about their weight, and they lash out using their fists or hurling insults.
Plus bullying is not always one-dimensional and things are not always as they seem. Often, the bullies are victims of bullying or abuse elsewhere.

Ignore them. Many bullies enjoy bothering you. If they think they are not making an impression, they get bored and go away. Fight back. Many bullies will back down if confronted forcefully enough. Sometimes a very forceful confrontation is required. Best have it in a public place with other people around. Transfer to a place where they are not going to be. Sometimes you may prefer simply to be somewhere else. If you can do it, then your problem is gone.

There is no right answer to this. Some may think bullies are better than "wimps", and some may not. But bullies alone, they aren't the best people to be with. So, to answer your question, that depends on the person.

If you are totally confident, don't care what other people think about you, and can stand up for yourself, then you are "cool".

The kinda-good bully only bullies people who NEEDS to bully, like some arrogant piece of **** who deserve of beating. And they usually only bully people who annoys them. So basically just avoid on being around someone who bullies people. Ngl i think bullies makes people better by making them stronger againts a situation like that cause i was bullied and now i am ufc fighter.
