Citizens with even higher ages also have a slower metabolism because hormones can't support as much muscle maintenance and growth. People that work out don't notice this much. People that get SOME physical activity, such as walking around the house, will notice it, but it won't weigh on them too heavily. People that don't work out at all could suffer from muscular atrophy.
Point is, people can have a 'normal' metabolism when they're six, or older, they just have to do more work to maintain it.
