To the best of my knowledge, the use of "pack" is meant to be short for "twenty-pack" (the standard size pack of cigarettes) instead of "soft pack." In which case, they're asking for a 20-pack of cigarettes in a flip-top box, which to them makes perfect grammatical sense.
