Perhaps they fear for their well being socially, physically, and sometimes psychologically and so will not help in some emergency situations. perhaps they don't know what to do. Perhaps they are afraid they would make matters worse. Perhaps they simply don't want to get involved.

And often there are people who will help in an emergency, even putting themselves at risk to do so.
