They are there to help keep a peaceful and safe environment, as well as enforce criminal laws. They are an organized unit that have been trained in the law, the specific needs of the community, civil rights, and how to detain someone as safely as possible.

Police patrol are considered the backbone because they see and experience first hand what the community is dealing with in terms of knowing which parts of the community are more prone to crime. Therefore, they are able to communicate with the rest of the organization about the problems they face with the community and the problem the community faces with criminals.
