Durring the Mass, in specific, at the beginning part of the Liturgy of the Eucharist, the priest receives the Bread and Wine from the Comunity. when the alter is "Dressed" that is, the alter is all prepared for the Liturgy, the Priest takes the Bread and prayes over it. he does the same thing for the wine. then, after wards, he asks God to clean the priest of all his sins, so the priest is pure enough to concecrate the bread and wine and turn them into the Body and Blood of the Lord Jesus Christ.

In the early days of the Church, offerings brought to the altar may have included such things as fruits, vegetables and even live animals as few people had actual cash. Washing of the hands before the beginning of the consecration was a necessity. Today the washing is primarily symbolic.

Probably because that is how Our Blessed Lord did it, so the Apostles (the first Bishops) did it that way, the priests and bishops they ordained followed suit, right down to today.
