Mainly because of conflict inside their country between governments or over religious beliefs. Many start when war occurs. Leaving the country is stage 1. Loads of refugees will enter a refugee camp hoping for a protection this is stage 2. Many people will never leave the camp but some lucky people get out that is stage 3.

Refugees flee so they can most likely find safety. The Red Cross usually set up a camp at the closest border line.

refugees leave because they do not feel safe, generally from religious or state persecution (or war).
