Astronomers are now certain that Mars had water - probably a great deal of water - at one time (it still does as ice in it's polar cap), and also had an atmosphere at one time (now, just a very, very thin CO2 atmosphere). The combination of the two, with lightning from atmospheric storms mixed in, are the basic ingredients for the most elemental life forms to begin developing. Bottom line? Mars may have had life at one time.
