Yes, that would be common sense.

The risk of kidnapping in Haiti is considered high, particularly for foreigners and those with visible wealth. Engaging the services of reputable local guides or tour operators can also help mitigate risks.
A common cold is considered mild because the fever caused by the virus is generally low-grade (unlike other viruses), and the sense of fatigue is usually minimal.
I've wondered this question for long, too. I believe that most people value common sense, because they can't imagine what other type of sense their is. And this lack of awareness is largely the result of a limited range of desires. For example, most low class people, are completely content in their lives by getting married and making (sometimes too many) kids. To such people, life is only about everything which aids in living a simple life. There is no need for such folks to value much creativity, hard work, special skills, or even luck. In effect, the common man cannot be regarded much differently than the lower animals. In contrast, the people throughout history whom have solved the most difficult problems, have had more than just practical sense. Factors like curiosity, interest, hard work, creativity, and (at least some) luck, have all played independent roles in their success. Unfortunately, Intelligence has become a monopolized term, by the IQ elite. There are better models of intelligence, which are more accurate estimators of productivity, but 'practical sense' has taken the spot light. And hence, why the common many values it.
Yes, for some people....

Low IQ, or some mental disturbance.
The number of people killed by tornadoes is so low that an "out of 10" comparison doesn't make sense. You'd need to get into the "out of ten millions" or even into the "out of hundred millions" Before you'd get numbers that make sense.
