Aboriginal people revere certain sites around Australia as sacred. Uluru (Ayers Rock) is one of them. It is a place of mysticism, a place from where much of their Aboriginal Dreaming emanates. It is a place where, they believe, the bodies of their ancestors hardened into rock. It was there at the Alcheringa (the Dawn of Time) and will be there until the very end. It holds peace and power. For the central Australian Aborigines, the Dreamtime stories come out of Uluru. They kindly ask that you don't climb the rock because you must walk over the dreamtime exit path.

they do not live on ayres rock (known as uluru to them) it is a sacred site to many different aboriginal tribes (for various reasons) which is why they do not live on it or near it, they also request that people do not climb ayres rock due to it being a sacred site (but it is allowed if the weather conditions are suitible) they also request you do not take photographs of certain area's of the rock nor take any thing away from it (in a local vistor centre there is a book full of letters sending pieces of rock etc. back due to it bringing bad luck)

The aboriginals are the land owners of the national park which uluru is within, but under a clause in the original agreement it has been leased as a world heritage site for 99 years (after the lease expires i think they have the right to refuse entry to the area, much like arnhemland national park in the north of the NT, whether or not they do this i guess comes down to how much money they will get from keeping it open to visitors)
