More information needed: What make model vehicle is it? Early VW'S had a pressure operated brake light switch that was on the master cylinder. When you pressed the pedal the pressure would cause the switch contacts to close; lighting the brake lights. Haven't see one of them in a loooooong time! Repairing anything requires a little investigation to figure out what's wrong and a little effort to replace whatever isn't working right. Often it is connected to the brake pedal ( It is just behind the brake pedal, fiddly to change but simple!) and the switch turns on as soon as you touch the pedal. If that switch has failed or is adjusted poorly you won't get brake lights. If it isn't the brake light switch, I'd check the turn signal switch. On most cars the brake lights are also used as the rear turn signal lights and the turn signal switch has contacts that disengage the approprate stoplight when your turn signal is working. If the turn signal switch has failed the brake lights might not work. Next I'd check the sockets and electrical connections to the brake lights.

The rear brakes are called a dual servo brake system... it uses one shoe to activate the other in a braking situation. When the rear brakes are over adjusted the slightest touch of the brake pedal will cause them to engage. what is actually happening is your rear brakes are engaging before the fronts even get close. You need to either back off the adjusters yourself if you know how or take it to a garage and have them back them off.
