Why are the brake lights continuously on in a Pontiac 6000 LE even when it is off?

It's probably an adjustment. I believe the brake light switch is under the dash, connected to the brake pedal. Adjust it so that the light goes off when the pedal is all the way up and the light comes on as soon as you touch the pedal.
