It's probably an adjustment. I believe the brake light switch is under the dash, connected to the brake pedal. Adjust it so that the light goes off when the pedal is all the way up and the light comes on as soon as you touch the pedal.

It's not supposed to have one. (like the head lights)I've never seen a car that didn't have the cigarette lighter on a fuse. A lot of times it is incorporated with another system...usually the dome lights, radio, or horn. Good Luck.
