There eye's glow because at day they cant see kinda well at night they can see very good because cats are well known to see at night.

Some cars allow you to leave one or other headlight on when you are parked in the street at night (for safety) - have you checked if your car does this in the manual - if it does then you will be able to switch it off.

On some cars you have to replace the whole headlight, but in a lot of cars you replace just the bulb. At the back of the headlight, see if you can twist out the bulb socket. You may depress it while twisting it counterclockwise.
German cars.... Audi/VW most take H7 headlight bulbs.

Shining a flashlight at night will annoy nocturnal animals. Bright light hurts the eyes, and also ruins the night vision so that it is hard to see in the dark afterwards. That will annoy anyone. Bright lights also scare animals sometimes, because they don't understand what they are. This is why many animals get run over by cars after dark, because the lights make them too frightened to move out of the way.

Check the wires with a multimeter.
In a lot of newer cars, you pop the hood and twist off the bulb-holder from behind the headlight. Then, you remove the old bulb, insert the new bulb, and twist the bulb-holder back into the headlight. In some cars, you have to replace the whole headlight.
