They despise Zim because he's short , during 'Operation Impending Doom 1' he caused fires and attacked his own planet , Zim can't be gotten rid of even though they , the Tallest , sent Zim far into space to Earth , Zim constantly gives them progress reports they could care less for and Zim is such a nuisance to them . - but mostly because he is short .

Assuming you're talking about Backseat Drivers from Beyond the Stars, it's because Dib was afraid that if the Tallest came to Earth, Zim would succeed in conquering the planet. (Keep in mind Dib doesn't exactly know that Zim is an exile and is disliked by the Tallest.)
